That stock CPU is already rated at 2.8GHz though out of the box. Adding another 200MHz on top of that is possible. It's not a great OC'er, but you can OC it nonetheless. Maybe with aftermarket cooling, you can get it to 3.1-3.2GHz.
 
Well, unless you get lucky with a stepping, most of the normal X2s will top out around 2.7-2.8 GHz unless you have a killer setup and great cooling, so it is a pretty nice number to get that high and a lot less hasle with an unlocked multi.

What exactly is a stepping?
 
A stepping on a CPU is basically like a newer version of the CPU core. These feature updates to address certain problems usually.
