What is the difference between these two CPUs?

Higher multiplier. People will buy it just because the price makes it look a lot better when it really isn't.

Oh, but doesn't a higher multiplier CPU have the potential to OC higher too?

yes it will be easyer to reach a higher clock speed with a higher multi, however the q6600 overclocks well my friend has one and he has it at 3.66

Hmmm, I guess the Q6600 is still the CPU of choice then. I wouldn't want to pay nearly a $200 difference just for that purpose.

the more expensive one has an unlocked multiplyer, so its an overclockers dream. And if you times that small MHZ diffrence over four cores, its a lot!!

Yeah but without some radical cooling procedure, you aren't going to go past 3.6 or at the very most 4 (This is really reaching the chips limit), so going for the more expensive one makes no sense.
You can reach 3.6 without messing with the mult.

Also notice there is over 500 reviews of the q6600 and just a few over 50 of the q6700 that tells you lots more are buying the 6600!!!JMHO>Marvin
