its the chip with the fan on it since the memory controller is on the cpu die.

Whenever you see a motherboard with the 24v and 12v plugs in difficult positions, you can always tell it's a budget motherboard. Manufacturers focus more on ease of manufacturing rather than the convenient placement of the components.
