Games not running to maximum performance?!

I recently purchased Hitman blood money for my pc. According to the system requirements my computer should be able to play the game at optimal performance and to its fullest. I even beat the recommended specs. But after installing and playing, I had to run everything on low. No shading, high resolution etc. Can someone tell me the problem and what may be causing my issues with this poor system performance

2.0 GB System Ram

No shades, means you don't have directx9.0c installed. Go and install that. It's not just click install on the tab, extract it to a folder, and then run setup from there. A lot of people have issues with this.
