it can be built anywhere, the hard part is designing it. And I'm pretty sure people from all over the globe were part of the developement team.
And btw, the YF-22 is just one of the prototypes, it's not the final product.

Hell yeah it is. I got to see 'em nice and close last year at an air show (I live next to Hill Air Force base). We got lucky to see the F-22s. Incredible craft.
