Istonian's recommendation isn't bad, but change a few things:
Upgrade RAM to 2 GB DDR2-800.
Get a cheaper case, I won't include it since you said it's not an issue.
Graphics card?
Better PSU

I was including a case just incase. and I suggested that ram bc of the mobo. I figured he wouldnt be doing any oc'ing.
 
get the 8800 320 mb or 640 mb its so much of a better card if u can afford it

hmm, how much would a 2.5-3.0 ghz dual core cost? ive seen on newegg that people oced the 2.1 you showed me to 3.4 but taht might now happen to me.
 
I got my e6600 from 2.4 Ghz to 3.76 Ghz stable under load. I will upgrade my ram and go to 3.9 Ghz.

The e6600 is $226.99.

uh, i would prefer it be at bestbuy or something like that, cause my parents definetly would not approve of me spending alot of money on a computer (if you are asian, then you would understand) but i can arrange something, i want a site with lots of discounts! lol newegg is fine

i already have a $260 512 video card and a $90 sound card

lol! im sure if u asked them wat the budget is and told them wat u need it for im sure they would raise the budget a bit.
