If I were you, I would ask your parents to just go with a whole family plan. It's cheaper. Of course that depends on how much you and your parents talk. My family and I share about 500 minutes a month and we still manage, of course it's mainly because my mom and dad hardly use their cell phones, but if you share minutes using a family plan, you usually get a cheaper deal.
If you don't want to get landline phones, you could always try Vonage. They specialize in VoIP phone services. It's pretty cheap, but it does have it's flaws. Emergency services are different and you can't simply call 911. So it depends on your needs, really. Remind your parents that it's better to buy it all now and save money in the long run rather than keep paying monthly bills and just spend more and more.
