My computer won't boot.

I installed everything correctly, every part is new except the motherboard, but when i plug in the power cord nothing happens, even when i press the power button, which is plugged in too. The computer make a quiet high pitched noise when i flick the power button in the back. Any help?
 
r u sure that the power switch is plugged into the correct pins cuz that happened to me and it didnt work

Well there in only one plug I can plug it into. For the motherboard and the power strip.Should I take pictures of the inside of my computer?
 
It's a socket 478 3 ghz intel pentium 4 on asus p4 p800. I jumped the power supply and it ran, but as soon as I plugged the power supply cord into the motherboard, nothing happened.

I fixed the unplugged usb cord but it still doesnt work. It just makes a high pitched noise.
