It' not a scam, if you watch a speed reader at work, he [or she] let their eyes fly along the lines of print in a smooth movement, others read in jerks, their eyes reading 8 - 10 words, then they go back 2 or 3 words, then read on, doing this throughout the page, thus reading much much slower.
