Windows Says 250GB is 232GB

Windows is telling me that my 250gb Seagate drive's capacity is 232GB and that I only have 51.5 gigs left. Do I really have 69.6 gigs left on the drive? If so, is there a way that I can make Windows display the full capacity of the drive?
 
That's correct, it should be like that. I think it has to do with HD manufacturers classifying 1 GB as 1000 MB, while Windows classifies 1 GB as 1024 MB.
 
i know ubuntu reads my 200gb as 200gb did microsoft change the way there OS reads it or did they keep it the same so XP and Vista have more compatiblity
 
Yeah as above .You may be interested to know it is usualy windows usualy reads 93% of the manufactureres quoted size if the manufacturer is measuring 1gb as 1000mb
