No, it's remotely hosted by WordPress.com, I just pay $10 a year for domain mapping, another $10 for the domain and that's about it. They have a collection of themes from which you can pick from anytime you want and instantly change.

It's free for a .wordpress.com address but I pay $10 per year for the domain to map to them and another $10 or whatever for the domain.
