Ok I have been trying to convince my parents for the past couple years that their old 9yr old compaq desktop is extremely outdated and needs to be replaced. For all this time they have been sticking strong and refusing, but now they suddenly have a change of heart. We were able to get ahold of a Dell Dimension 2350 desktop (i know still very old). Right now it has 256MB of pc2100 memory, no hard-drive, working cd-rw and floppy drives, not sure on how powerful the psu is, and not sure on the processor since I dont want to take it out and can't check in windows since I have no hard-drive. Well here is the deal. I priced out a new hard-drive and memory for the Dell on newegg and the total for the two would be roughly $100 usd.

I know that even with the upgrades the computer is still very outdated so my parents said that I can build them a new one with better technology (which they would actually prefer) as long as the price is at absolute max $400. not much I know but the computer doesn't have to be top of the line and will only be used for basic processing and connection to a virtual server at my moms work. My dad also likes to upload all of his pictures from his digital camera and do basic editing on them (rotating, fixing redeye, etc...). No gaming will be done on this computer so the graphics doesn't have to be great either.
Could you guys help me price out a system which I could propose to my parents? or do you think it would just be better to upgrade the dell? There is an old 17" lcd, keyboard, and ball mouse that came with the computer so I guess they could be used to save money, but if atleast the monitor could be upgraded to something a little better while still keeping the cost down that would be great. Any help with all of this would be greatly appreciated! Thanks!
