I'm using dream weaver, but whenever I set a page background, it will not show up. why?

I'm using dreamweaver 8. It works fine, normally, but I used visual infinite menus to create a dropdown menu system, and now it woln't letm me add a background to the page

update. I added the background to the file with the menus, then added the rest of the site. it works now.
