i have someones laptop with a serious problem of not booting even in safe mode so the easiest thin would be to use the recovery disc only the disk drive does not work but it has a external drive but the laptop does not recognise this when trying to boot from cd rom as there would be no usb drivers.is there a way around this.

there are laptop to desktop adapters that would allow you to connect it to a desktop and access it that way...

The BIOS needs to have a boot from USB option, if it hasnt got it, then there might be a BIOS update.
 
Have you got a floppy drive on there? If not then you might have to get a replacement CD drive. Or you might even be to do a network installation if you have a PXE compliant NIC (basically a NIC that you can boot from)
 
its a packatd bell easynote ill get the exact model later.
is it possible to take the hard drive out and put into another laptop with a working cd rom just to check the hard drive.

Yeah, try that if it works. You might be able to get an adapter to put the hard drive in a regular desktop PC as well if needed.
