Crippling Virus on my Toshiba Laptop.

Now, when I say crippling, I mean crippling. Won't open any applications, shuts off when you try to run anything (You can SOMETIMES bypass the application refusal by going through My Computer), can't re-format, or anything. My question is: How the Hell do I fix this? I've recently gotten a new laptop, but the other one is still a very nice one, so I'd really like to fix it. We took it to the 'professionals', and they charged us $90 so they could say "We don't know what's wrong.". Anyone have any ideas?
 
First of all, It's slowed down so much, I can't find where to do it. Disk Format doesn't work, because it asks for a restore point, which I don't have.
 
umm you have to have a windows xp disk to reinstall. when formatting/reinstalling, you will loose everything. your current windows installation is unfixable :)

so just put in the xp disk, and turn on the pc.
 
That would be a problem, since I don't have the disc. Is there like something I can type into the comand prompt to eradicate... stuff?
