Anybody heard of Dell's new cooling system?

Peltiers and phase-change coolers have been aftermarket for ages now. They're just expensive.
 
Pelts are very very cheap. At least the cold/hot plate is fairly cheap. Pelts are only worth it if you have watercooling. The hot side of a powerful peltier can get very hot. that why you need to cool it with water cooling. But the cooling capabilities will get your temperatures to sub-ambient. Powerful peltiers also require a 24V psu to power it to get it at its full potential. But peltiers are very very very inefficient.

Phase change coolers have been in the enthusiast market for a while. But they are completely different ;) And pretty expensive and dangerous if you have no idea what you are doing as they use gases under pressure.
 
Dell essentially replaced the normal heatsink with a closed circuit watercooling/peltier loop enclosed in one unit. So it goes right over the area that the CPU is supposed to be. The pictures show it to be the middle, because the BTX form factor places the CPU in that area.
