Lots of admins use the patches to patch the security holes that you can get off the vBulletin members area instead of upgrading if they don't want to go through the trouble of upgrading. Or maybe David uses nothing.

And this isn't a pirate copy of Vbulletin, it's listed on the site listing on vbulletin.com. They make you list your site url when you buy Vbulletin.
