What's the difference between Retail and OEM

Retail comes with all the packaging, manuals, any cables, etc. (like you would buy from a store)

OEM is straight from the manufacturer, it is just the product, in this case a graphics card, wrapped in bubble wrap in a box.
 
Retail comes with a nice box and a whole bunch of extra cables, software, manual, etc. while the OEM generally comes with the video card itself, driver CD. It's stripped down basically.
 
now when you buy lets say an oem or open box mb does it at least come with the back plate or is there a place to get that separate to fit your mb
 
You mean the metal bracket that covers up the back of the case where the slots are? If so, they never come with those. You'll have to get those separate at a computer shop.
 
The motherboards I've been getting never come with those. I do get the USB brackets, but that's it. I guess it comes down to the manufacturer.
