I don't think so. Each IDE cable can support a max of two IDE devices. You can probably buy a PCI expansion card that supports additional IDE controllers.
no, each ide channel will only support 2 devices, one master and one slave. you would need a pci based ide controller which will give you 2 more ide channels to support more devices. something like the below will do and they are quite inexpensive.
