Brother u are off on your info.
Sata II Drives are not faster than Sata I drives, it just supports a higher speed.
Current drives on the market CANNOT even saturate the SATA I BUS, let alone the sata II BUS
So no the SATA II interface does not make up for the RPM difference.

why do you think raptors are sata I.
Because even though they are the Fastest Desktop harddrive you can get they STILL dont max the sata 1 BUS.
