Given your detailed explanation I will assume you mean Windows Help & Support

I will also assume you refer to Windows XP (I have to assume as you provide no detail at all and my crystal ball seems to be experiencing problems today)

Your Windows files may be corrupt, i would suggest as a first stop to run sfc /scannow to check for corrupt system files.
