The internet is probably one of the best places to learn. Unlimited resources, and you can work at your own pace.
First off, to find some tutorials just do a quick "C++ tutorials" query within google.
As for an IDE, the program you input the code into, [most commonly, programming languages' IDE's often include a text editor, compiler and debugger] I would go with either Microsoft Visual Studio .Net if you have that, or for freeware you could go with
Bloodshed Dev-C++ or Codeblocks.
