Distorted edges on monitor

I've been getting distorted black edges on the left side of my CRT monitor for the past week. Also, these distortions aren't always there. They just pop up randomly. Sometimes they stay in the upper left corner of the screen, but at other times they run down the entire left side of the screen. Adjusting the monitor's settings doesn't do much either. The distortions move with the rest of the image. Is it my monitor or my video card that needs replacing?

ooo, did you check your refresh rate? Also do you have any magnetic items near your monitor, also any motors etc. Anything that would give off interfierence
 
It's at the lowest refresh rate possible (60 Hz), although I did notice that the distortions increase with the refresh rate. And no, there aren't any magnetic items near the monitor.

edit: The monitor seems fine now. It's an intermittent problem, and I can't figure out what makes the distortions come and go.
