RAM Timings?

Most common timings I see are 4-4-4-12, 5-5-5-12, and 5-5-5-15. Which are the best and why? I'm gonna be building a conroe system soon and haven't built a computer in a few years. Any advice is welcome.

for ram timings, the lower the better.. that being said, considering they are all the same type of ram, the 4-4-4-12 ram is the best, and conroe requires ddr2 ram in case you weren't aware.
 
Does:

"Notice: Only DDR2-800 memory supporting JEDEC approved 1.8V operation with timings of 5-5-5 or 6-6-6 is supported on Intel Desktop Boards based on Intel 965 Express Chipsets."

Mean that I can't use RAM with 4-4-4 timings and 2.1V?
Someone posted in a review for that mobo that they are using RAM with timing 4-4-4-12 and 2.1V so I'm wondering why it says that.
