Quite honestly, I don't think the CPU has ANYTHING to do with whether a PSU will turn on or not.

It does turn on, but only for a very small moment. The psu fan, the cpu fan and the power light all switch on for about 1/10th of a second and then switch off. I would also find it weird if the exact same problem occurs with 2 different power supplies, though i guess it's not impossible.

About the overclocking of the E6400, I have absolutely 0 experience overclocking (but very willing to learn), is it hard?
As for a decent motherboard, any recommendations in the region of 150 euro? currently looking at the specs for the asus p5b, seems to be quite good.
