2.)go for a good 22". you can get them for the same price $300-400.
3.)Go for the intel core 2 duo E6600. it can be easily overclocked with a good mobo up to 4GHZ ON AIR. I would reccommend liquid cooling though. Remember, clock speed isnt the only thing that matters with processors.'
4.)and obviously, you will have to change your mobo
5.) if you have unlimited buget like you said, i suggest the following
Thermaltake armour w/ 25cm side fan
Gigabit/asus mobo (make sure it has DDR2800,10/100/1000mbps LAN, and socket LGA 775
Zalman CPU fan
Zalman Liquid cooling
ATI certified OCZ ram
8800XTX (already mentioned)
22"monitor (mentioned aswell)
and anything else i can think of i will put it down
