1 is the cell processor in the ps3 that great and is it better then the pc

and to my b days in jan 20 and my dads getting me and pc i want under 1700$

i want a windows vista based computer wiht quad core and a new direct x ten card will all this be out by then
and so u think the prossesors will be bug free?

and is there any info on witch cpu wuill be better the intel quad or the amd quad

Well, if you want to stay under 1700, you probably cant build a machine like u just listed above, plus from what I've heard for gaming, the quad cores will not be to great for a while, they are more for servers, like the Xeon, I think, I would get a core 2 duo. But thats my opinion.
