international warranties

I bought a notebook in Hong Kong two months ago from a business partner (reseller/agent, whatever you like to call them) of a well-known computer manufacturer for a good price but have had problems with it.

Despite that, I wasn't too worried as it is covered by international warranty. However, the company in question has now told me it is not covered by international warranty because the reseller upgraded the hard drive and changed the specifications. They are trying to charge me approx 400 pounds as a consequence to get my notebook back.

1) Can they do this?

2) Is there any kind of body that enforces international warranties and makes companies pay up?

If anyone can help, i'd really appreciate it!
