What is wrong with my Control Panel ?

it wasn't like this earlier now my control panel takes a really long time to pop up. I just want to know how do I fix it. One more thing are my specs good enough for me to upgrade to windows xp

ya you coudl upgrade to xp. i would really rcommend getting at least another 128mb ram for xp though, it will make a big difference, and it would be an inexpensive upgrade.

I would just recommend getting 512mb at least, and upgrading to windows xp. I say 512mb because i think 256mb isnt even alot
