500 Rpm 120 Led Fan?

Ok story, HSF on core 2 duo build broken.

120 LED FAN works same slot as HSF.

120 LED only turns at 500-600 RPM, now i'm curious as to way its as slow. I am going assume the following
1. LED slows it down.
2. Size
3. Maybe Core 2 Duo fans don't spin as fast cause they don't need it...

Any more ideas.

it's a case fan and not a HSFan.
It'll be designed to run slower and quieter.

Yea, but case fans turn faster then that as well.

not the blue LED one in my case.

cant remember the brand, but its very slow. works a treat.

Erm ok, well I'm going buy a new HSF for it today.
