Easiest way, just turn off your PC. Don't do Shutdown or anything, just hit the power button. Windows will boot saying something like, "Windows was not shutdown properly..." and you can select one of three options...

Return to your last known good configuration...
Reboot into Safe Mode...
Start Windows as normal...

Choose Safe Mode. Vwala.

My computer doesnt to that sometimes, if thats the case, go to "RUN" type in "msconfig" then "bootini" and change it to "safeboot"

Or just press and hold down f8 on boot up until the list of options appear and choose safe mode.
