Here's another suggestion

The law is set up that way because we accept it. However lost the term has become in today's society, we are in a democracy. Laws can be changed if enough people oppose.

yes... but still as seti said it has to be filtered by age since the law says so.

I don't think content should be filtered based on age. Age doesn't necessary directly reflect a maturity level, especially this day and age. If they have the capability to access the website, they should be allowed to see the information. That's what the internet is all about.

hang on.. its very easy to go and look at illegal pictures, download illegal files, for a kid to see hardcore porn... and your saying thats fine? its a fact of life that its around, yes, but its best to keep that kinda stuff away from here.

Yeah you can create a restricted usergroup you have to ask to join. It would be up to the person in charge of the usergroup to let you in. Then you attach the user group to a hidden forum. It's not real complicated but it's real time consuming to create.
But still you better have your COPPA ducks in a row. Law enforcement can ask to see your records. If a minor is knowingingly or unknowingly allowed in, your cajones will be up for grabs.
And knowing how COPPA works a lot of site owners and admins won't go with a hidden forum that sports adult material. Cause you just don't know who's lying and who is legit.
Yes, public usergroups can be used.
