Domain name question

Why do we have to pay for domain names if no one owns the internet?
I understand that we have them so no two people can have the same domain name. But why do we have to pay?
Is it possible to creat a website with a domain name with out paying?

You can make like a freewebs, and use a re-director..such as co.nr..

You can get a free domain at http://www.domain-4free.com/. I tried getting a few, but they rejected every request I made.
