Reinstalling XP with new CD drive problems

A few days ago, when booting up my computer, it got stuck at the "Windows is starting up..." screen, and wouldn't advance past that. I tried to run the tests in setup and such. and all of them passed. I decieded to just try and reinstall windows XP with the operating system CD. However, my stock disc drive is broken, so I bought a new CD-DVD drive. I installed it, and it seems to work fine, but when I boot the computer up it does not go to the Windows XP setup screen. Is there a problem because I haven't installed a driver for the CD drive? Help would be appreciated, I really need to get the computer working.
 
yea it could be a driver issue but it should still work. cant you even get into safe mode?
 
Its probably in the BIOS, make sure you have the Cd drive first, not the harddrive
