The plug on the card should be female, the plug on the monitor should be male but the point is moot without a signal converter, did you click the links in my post back in the thread a ways, that is what you need to do what you want, or a new video card, looking at the prices of the signal converters I'd suggest a new card.
Yes the cable you linked to will work, looking at your monitor specs it has a DVI-I port, whcih means it can recieve and decode VGA signals via a DVI cable. That being said, I think you'd be better with a cheap DVI video card, the advantages and inproved quality are well worth it.
