Cant reformate with windows xp!!

I boot up the windows xp disk and it goes through setup and asked me if I want to set up windows xp, I choose yes and then it takes me to the liscense aggrement where it said to press F8 to agree. I press F8 and it does nothing at all, esc will exit it out of set up, and I can page down and up with page up & page down. But it will not continue at all. What can I do about this?

is your disc scratched, make sure you are using a PS/2 keyboard and not a USB.

Im using a USB keyboard, and everything is fine. Altho I cant install any of the Linux distros, I can still install Windows.
