If 8MB is your drive's cache then that's fine. As for not seeing the entire amount of the drive some is due to the formatting. Big debate over true size versus formatted size. The formatted size changes the unformatted gig to the formatted size of 1024. Bottom line is it's still there just getting reported differently.
Also go in to your bios and pull up the drive. Some where on the screen is 32bit LBA. Make sure it's on.

And also, when they say 200GB, the put 200000MB in it...meaning, it is not accurate.
