I want to build a forum for my extended family website. What is the easiest way to build one and maintain users, and integrate it with a site. Please help, this would mean a lot to me.

Possibly php on a lamp/wamp server

or .NET framework

If you want one with more features that cost money, go with Invision Power Board or Vbulliten

vbulletin and ipb licenses are expensive i think you have to pay about 180$ to get a license. phpbb is completly free if you want to have .com website
 
Don't go with Forumer, it has the worst reliability and downtime ever.

For remotely hosted free forums:

I recommend http://www.forumup.com (or www.forumup.co.uk or whatever)

For locally hosted free forums:

You need your own hosting, for free try http://www.byethost.com or something, either that or pay for hosting and use http://www.phpbb.com or http://www.simplemachines.org or something for your board software.

If you are willing to pay for a license in return for MANY MANY MANY more features and a better system for your users, pick vBulletin, its $180... plus $30 a year for updates, or Invision Power Board, which has a not so good interface yet awesome admin control panel.

MyFreeForum.org is remotely hosted, it does have some modifications preinstalled like subforums and whatnot (plus+) so yes it does have it upsides... but then again, its just another remote host. A local host is always better; but its not usualy free, and if it is free, it has advertisements and local hosting requires maintenience(sp), like backing up the database, repairing it if something goes wrong, etc. etc.
