Clock speed doesn't mean everything.

Either way, every video card has it's limits. It's not the PSU. Yes, overclocking would use more power, but not so much that a 350W PSU would blow out.
 
The video card isnt getting enough voltage, like a cpu, it need more voltage to overclock.

Look at it this way - you've bought a mid range card, and your PSU can easily handle it, but your tricking yourself into thinking you've got an amazing PC and the PSU can't cope.

Just take a grabage tie and connect them both like that and there you go a psu starting up when you power it up in the back
