How do I make a forum

well you gota get a server then you gota install PHPBB 2 or other forum software on it, it's not as hard as you think. you can talk to me on aim if you want about it, i've done it a few times.

Well, once you know the basics of how a forum works, if you are knowledgeable in PHP and SQL, it isn't that complex, just time consuming.

Username is correct you would need a lot of security in php and mysql knowledge.

Coding one would be hard, but installing phpBB, IPB, vBulletin, MyBB, SMF, etc. etc. would be pretty easy providing your host supports PHP & MySQL... There are tutorials on vBulletin's site for installing vBulletin; altough you probably wouldn't need it.
