I would definately choose SATA II. Not only because it is faster, but it is smaller in size compared to the IDE ribbon.
Now, if you want to OC your PC, 4GHZ, like you said, it might take some better cooling than just two fans. IF not, either it will fail to OC and go back to stock or it will have high temperature readings.
For the motherboard, ASuS or Intel motherboards are best.
For memory, and PC5400-8000 is great. Costs vary from 200-600.
