CPU Cooler Replacement

A few days ago, Intel's motherboard monitor notified me that the heatsink fan (HSF) went to zero RPM for about a minute. Now, when I run any application or games, the cpu temp climbs rapidly to the caution zone of ~125-150F. Normally, the HSF would rev up to 4000+ RPM in these conditions, but now it runs within 3100-3200 RPM under any load. I need help finding a CPU cooler that will replace the boxed cooler. I have these two products in mind:

These are the inexpensive and compatible instore products I can find. Which one is generally better for my Intel P4 2 Ghz?
 
The Zalman is what I have, it is easy to fit and works well.

Get some Arctic Silver 5 thermal compund, dont use the supplied stuff.
