I think it depends on the type of format. If for sure it is a low-level, then yes. But you might be able to just "allocate" it and format it through Windows, not sure if DOS mode is required. But for anything else, none of this is required.

I'm not even sure what low-level is. I used Computer Management out of the Administrative CP to format.

OK, that's just a high-level format, just like formatting from DOS. You should be good to put files on the HD after it formatted.
