this is my idea, totally, well most queit computer.

hdd=nothing
chipset=heatsink
gpu=heatsink
psu=antec phantom 500w fanless power supply
cpu=thermaltake big typhoon with 120mm fan, replace with Scythe S-FLEX 120mm 33.5cfm 8.7dba fan.

ok, well not exactly silent, but it would work. is there such a thing as no fan cpu cooler?

You still need fans for the radiator unless you get a passive one. Also the pumps make noise too. Watercooling isn't always silent.
 
For a hd you can use the iram i think it was called. It was a pci card that allowed up to 4 or 5 gigs of memory to be put on it and it would retain the data even if you turned off your pc. No moving parts so it was completely quiet. Also I think they made a heat sink that was so massive it didnt need a fan. It was used for servers since they had to be ran like 24-7 the techs didnt want to worry about the motor getting worn out. that truely would be a silent computer.
