Counter Strike 1.6 free?

I'm looking for the thread on Counter Strike 1.6 it said it was free (legally) for a friend, but i can't find it at all. Also, can someone tell me if you need Half Life to run it or can you just run it by itself, like if i give my friend the link to dl it can he play it right off the bat?

in my eyes its legally free, all the game is a steam game without the key.. and that means you cant connect to online STEAM servers.. only non steam servers
