info on setting up a server

Okay, lets say I have a old computer which I want to use as a web server. I would want to get a class C ip adress, so I could have multiple websites on it. What would I have to do?
 
I belive you would have to buy a block of ips from ARIN (US) or another place depending on where you live, ARIN are for us ips. Make sure your internet connection is "okay" on letting you host these websites on their connection, its better to just get colocation and have your datacentre or host set everything up for you.
 
My question is... Why is it so important to have a Class C IP? This makes no difference in performance or anything else.
