Help! Notebook AMD CPU issue!

Hello there!

I just purchased a new HP Pavilion zv6130us for school stuff. So I open it up, start changing everything to my new settings, and start checking the computer to make sure all the specs I was promised were correct.

It has an AMD Athlon 64 3200+ processor which is supposed to operate at 2.0GHz. For whatever reason, when I right-click on My Computer to check out the processor, it lists it as "AMD Athlon(tm) 64 Processor 3200+ 996MHz.

When I have the laptop plugged into the wall, it says that the operating speed is 996MHz. When it's unplugged, it says it's operating at 498MHz. Never does it say 2000MHz, as it should.

This is the first laptop I've ever had, so it might be something simple like turning down the CPU to save battery life, but I have no idea what's going on.
