Yes, it's free, no you don't have to pay for it.

if you do plan to run your own personal webserver then I suggest you head off to somewhere like www.no-ip.com where you can get a free address [subdomain].no-ip.com or sinillar for your computer, that will update if your IP address changes as well.
 
Some IPs are for websites. It depends on what the server assigns you. Let's say you have this:

Server give you an IP of 82.192.02.462 and a URL of: woot

Well, woot is the website name, but the REAL URL is 82.192.02.462

Some IPs are a name for websites and some IPs are a tag that you"wear" while browsing.
 
If you buy a domain u can point it to your ip address which would send it to your computer

No, only if that IP was your computer. If you're not hosting the site or whatnot from your PC, you wouldn't point it there

That, and it will be a pain in the @$$ because most ISP's Dynamicly assign ip addresses, and every time it changes you will have to update your MX records for your domain.

What are you talking about. You usually buy a domain for a website/forum correct?

The majority of websites/forums are NOT hosted on home pc's
 
If he his hosting the website of of his computer at home, chances are he has a dynamic IP, unless he is payin extra for a static ip.

LOL and yes i know most are sitting on dedicated web servers.
