Had to wait till i was 18, because they wont allow you to be any younger, completed the fire acadamy, and then was working for county fire department, then also the US Forest service, and would volunteer at a rual department.

As for the type of Dell, I have no idea. But a Dell Laptop is pretty standard in cop cars. But for the record, my parents dont do that anymore. Dad is retired because of back injuries while on the job, and my mom quite, because she was working with some major ass holes.
