If you have Half life then Counterstrike 1.6 is a free download, and can be found with an easy search on many reputable sites such as download.com and fileplanet etc.

It is not illegal and it is freeware.

the cd-key is 15 dollars nowadays at ebgames. you download steam at steampowered and you can dl, day of defeat,team fortress classic, codename gorden, ricochet, opposing force, deathmatch classic, and half life 2 demo for free. and of course. counterstrike 1.6
